Hangzhou Tightens Regulation of Online Ride-hailing Services

BEIJING, June 26 (TiPost) – The General Office of the Hangzhou Municipal Government issued the Implementation Rules for the Management of Network Booking Taxi Services, while the Municipal Traffic Transport Bureau announced the Technical Standards for Network Booking Taxi Vehicles on Monday.

As per the recently revised Technical Standards, vehicles intended for ride-hailing services in Hangzhou must meet the following requirements. The passenger cars must possess Hangzhou motor vehicle number plates and have seven or fewer seats, excluding minivans. The registered nature of use should be for taxi service. They should be factory new vehicles that comply with the relevant vehicle requirements set by the Ministry of Industry and Information Technology, having a wheelbase of not less than 2700 mm and a luggage compartment volume of not less than 400 liters. They should be new energy pure electric vehicles with a comprehensive working range of not less than 400 kilometers (excluding battery swap pure electric vehicles). Non-new energy pure electric vehicles should be bought at a taxable price of 150,000 yuan or more. The vehicles must be equipped with a vehicle satellite positioning device with a standard driving record function and emergency alarm devices.
